The service was previously inspected on 30 August, 8 and 9 September 2016, when it was rated as requires improvement in the areas of safe, effective, caring and well led and good in responsive. The overall rating at that inspection was requires improvement. There was a breach of Regulation 11 of the Health and Social Care Act Regulations 2014 Need for consent.

Staff spoken with told us they felt well supported by the registered manager of the home. They described him as being, ‘approachable’ and ’easy to talk to’. However, the audits we saw were not always clear and up to date. Although staff were seen to be kind and caring interaction with those who lived at the home could have been better, particularly during meal times. We discussed this with the managers of the home at the time of our inspection and we were confident that they would address our observations. These demonstrated the home was safe for people to live in.

We frame our offer around ‘home’ because we understand its importance for everyone. But also because planning ahead may be needed to ensure that where you live now is ‘age proofed’, and that if you wish to consider moving, you have good information and advice to help you understand all your options. A care home is a residential setting where a number of older people live, usually in single rooms or hotel-style suites, because they need regular or continuous access to care.

Assistive technology was utilised in a variety of ways in the home to monitor the quality of the service and support people’s needs and choices. Staff had been recruited safely and received induction training and other training relevant to their roles. Staff told us they felt confident they understood people's needs and how to care for them. Sandy Banks Care Home is a large care home located in Leyland housing a maximum of 39 individuals. The care home cares for adults of all ages with caring for people whose rights are restricted under the mental health act. Additionally, the care home is able to support people with Alzheimer's and other forms of dementia and mental health conditions. Yes, Sandy Banks Care Home provides care designed to meet the challenges faced by people living with dementia. They inspect care services to ensure they are supporting peoples wellbeing; appropriately setup; properly planning out care; are well led; and effectively staffed, each criteria is given a grade out of 6. Also known as Care & Repair agencies, are local non-profit organisations set up to help older people think about, plan, finance and organise work on their homes.

This was a focused inspection prompted in part by some concerns which had been raised with CQC. The information suggested people may not be receiving consistent safe care in relation to personal care, skin care and health care. We did not find evidence to support the concerns and were assured people received safe care. Records showed that since the current management team took over the management of Sandy Banks in May 2016 eleven safeguarding referrals had been made by the home to the local authority. The provider had not always notified the Care Quality Commission about such incidents.

CQC regulates both the premises and the care provided, and both were looked at during this inspection. Following the last inspection we asked the provider to complete an action plan to show us what they would do and by when to improve the key questions of safe, effective, caring and well led to at least good. During this inspection, we found the service was meeting the requirements of the current legislation. This was because consent to care and treatment had not always been obtained.
We found the plans of care to be, in the main, person centred, providing staff with clear guidance about people’s needs and how these were to be best met. However, on occasions some conflicting information was provided in the records we saw. We saw that in some cases relatives had given consent on behalf of those who lived at the home, but there was not always documented evidence available to demonstrate they had the legal authority to do so. For services we haven't rated we use ticks and crosses to show whether we've asked them to take further action or taken enforcement action against them. – the service isn't performing as well as it should and we have told the service how it must improve.

All facilities at the home are provided on the ground floor and the home has good general accessibility for people who use wheelchairs.
